§ 4.13. PLANNED BUSINESS COMMERCIAL (PBC).

  • (A) District intent. The PBC (Planned Business Commercial) zoning district is designed to encourage well-planned commercial uses, particularly with respect to unified design, safe ingress and egress, adequate and properly located parking and service facilities and convenient and safe pedestrian accessibility on visually prominent and high use corridors throughout the city.
    (B) Permitted uses.
    (1) Agriculture. Crop production.*
    (2) Residential.
    (a) Assisted living facility;
    (b) Nursing/convalescent home; and
    (c) Retirement facility (senior housing).
    (3) Transportation services.
    (a) Auto parts sales (without on-site repair);
    (b) Automobile filling station;
    (c) Automobile/motor vehicle repair, (minor), including oil changes/lubrications, brake replacement, muffler replacement, tire servicing, radiator cleaning and flushing, water hose replacement, windshield wipers and the like;
    (d) Automobile/motorcycle sales area and leasing (open); and
    (e) Car wash.
    (4) Communications/utilities.
    (a) Radio and television studios; and
    (b) Utility company business office.
    (5) Institutional/public uses.
    (a) Community center;
    (b) Fire station or police station;
    (c) Government facility (non-office);
    (d) Government office;
    (e) Hospital;
    (f) Kindergarten or day nursery;
    (g) Library;
    (h) Museum or gallery; and
    (i) Post office.
    (6) Entertainment services.
    (a) Banquet or assembly hall;
    (b) Bar or tavern or night club;
    (c) Billiard room or arcade;
    (d) Bowling alley;
    (e) Dancing academy/martial arts/gymnastics studio;

    (g) Microbrewery/brew-pub; and

    (c) Child care/day care center;
    (d) Dry cleaning establishment (retail);
    (e) Fitness center;
    (f) Funeral home;
    (g) Health spa;
    (h) Laundry (self-service);
    (i) Massage therapy (by licensed massage therapist);
    (j) Pharmacy;
    (k) Photographic studio;
    (l) Shoe repair shop;
    (m) Tailor and pressing shop; and
    (n) Tanning salon.
    (C) Conditional uses.
    (1) Agriculture.
    (a) Farmer’s market (permanent); and
    (b) Seed sales, distribution and storage.
    (2) Residential.
    (a) Bed and breakfast facility;
    (b) Boarding house; and
    (c) Dwelling secondary (on upper floors of first-floor retail/office use).
    (3) Transportation services.
    (a) Automobile/motor vehicle repair, (major), engine rebuilding or major reconditioning of motor vehicles, including body work, frame or fender straightening or repair, transmission repair and painting of vehicles;
    (b) Mobile home sales area and leasing (open);
    (c) Motor bus or railroad passenger station; and
    (d) Parking lot or structure (as a principal use).
    (4) Park, recreation and natural areas.
    (a) Artificial lake of three or more acres;
    (b) Country club/golf course/driving range; and
    (c) Park or recreational facility (playgrounds and athletic facilities).
    (5) Communications/utilities.
    (a) Telecommunications/radio/television tower; and
    (b) Utility substation.
    (6) Institutional/public uses.
    (a) Animal shelter;
    (b) Cemetery;
    (c) Church or temple;
    (d) College building;
    (e) Institution for the developmentally disabled/mentally ill;
    (f) Power generating plant;
    (g) School (any combination of K - 12), public and private;

    (7) Entertainment services.
    (a) Outdoor commercial recreational enterprise (carnival, amusement park and the like);
    (b) Recreational development (private);
    (c) Riding stable (commercial) - minimum three-acre tract;
    (d) Shooting/archery range (indoor);
    (e) Skating rink (roller/ice);
    (f) Swimming pool (private); and
    (g) Theater (indoor), excluding adult motion picture theater and adult mini-motion picture theater.
    (8) Retail/wholesale sales.
    (a) Manufactured home sales; and
    (b) Roadside sales stand.
    (9) Food sales and service. Produce terminal, wholesale.
    (10) Personal services.
    (a) Body art studios located in the PBC, PBI and ID Districts; and
    (b) Kennel.
    (11) Warehousing/industrial.
    (a) Contractor’s warehouse/storage facility (enclosed);
    (b) Lumber yard; and
    (c) Mini-warehouse self-storage facility.
