§ 4.15. PLANNED BUSINESS INDUSTRIAL (PBI).

  • (A) District intent. The PBI (Planned Business Industrial) zoning district is intended to provide locations for production, small-scale manufacturing, assembly, warehousing, research and development facilities and similar land uses. This District is intended to accommodate only industrial uses that are completely contained within structures and do not involve the outdoor storage of materials or the release of potential environmental pollutants. This District should be used to support industrial retention and expansion in the city.
    (B) Permitted uses.
    (1) Agriculture.
    (a) Crop production;* and
    (b) Fertilizer sales, distribution and storage seed sales, distribution and storage.
    (2) Park, recreation and natural areas.
    (a) Artificial lake of three or more acres;
    (b) Campground/RV park;
    (c) Country club/golf course/driving range; and
    (d) Nature preserve/center park or recreational facility (playgrounds and athletic facilities).
    (3) Communications/utilities.
    (a) Radio and television studios;
    (b) Recycling center; and
    (c) Utility company business office.
    (4) Institutional/public uses.
    (a) Fire station or police station;
    (b) Government facility (non-office);
    (c) Government office;
    (d) Hospital; and
    (e) Post office.
    (5) Entertainment services.
    (a) Banquet or assembly hall;
    (b) Dancing academy/martial arts/gymnastics studio;
    (c) Retreat center; and
    (d) Riding stable (commercial) - minimum three-acre tract.
    (6) Professional services.
    (a) Administrative/professional office;
    (b) Bank/financial institution;
    (c) Business/financial services office;
    (d) Conference center;
    (e) Data processing/call center;
    (f) Employment service;
    (g) Hotel/motel;
    (h) Office building;
    (i) Print shop/copy center; and
    (j) Veterinary hospital for small animals.
    (7) Retail/wholesale sales.
    (a) Auction facility (excluding livestock);
    (b) Building finishes shop (paint, carpet, wallpaper and the like);
    (c) Building supply store;
    (d) Construction services;
    (e) Convenience store (without gas station);
    (f) Farm equipment sales and service (enclosed);
    (g) Garden shop/retail nursery;
    (h) Greenhouse, commercial;
    (i) Newsdealer;
    (j) Office supply store; and
    (k) Wholesale establishment.
    (8) Equipment services.
    (a) Electric appliance shop;
    (b) Home electronics/appliance store; and
    (c) Repair services (small appliances, jewelry, alterations and the like).
    (9) Food sales and service.
    (a) Bakery (retail);
    (b) Bakery (wholesale);
    (c) Coffee shop;
    (d) Delicatessen;
    (e) Produce terminal, wholesale; and
    (f) Restaurant.
    (10) Personal services.
    (a) Child care/day care center;
    (b) Dry cleaning establishment (retail);
    (c) Fitness center;
    (d) Laundry service (large-scale);
    (e) Pharmacy;
    (f) Shoe repair shop; and
    (g) Tailor and pressing shop.
    (11) Warehousing/industrial.
    (a) Assembly facility;
    (b) Boat/RV storage facility (outdoor);
    (c) Contractor’s warehouse/storage facility (enclosed);
    (d) Fabrication facility;
    (e) Food and beverage production;
    (f) Mini-warehouse self-storage facility;
    (g) Packaging facility;
    (h) Printing/publishing facility;
    (i) Research and development facility;
    (j) Tool and dye shop;
    (k) Truck terminal; and

    (C) Conditional uses.

    (d) Automobile/motor vehicle repair, (major), engine rebuilding or major reconditioning of motor vehicles, including body work, frame or fender straightening or repair, transmission repair and painting of vehicles;
    (e) Automobile/motor vehicle repair, (minor), including oil changes/lubrications, brake replacement, muffler replacement, tire servicing, radiator cleaning and flushing, water hose replacement, windshield wipers, and the like;
    (f) Automobile/motorcycle sales area and leasing (open);

    (7) Food sales and service. Microbrewery/brew-pub.
    (8) Personal services.
    (a) Body art studios located in the PBC, PBI and ID Districts; and
    (b) Kennel.
    (9) Warehousing/industrial.
    (a) Contractor’s warehouse/storage facility (unenclosed);
    (b) Lumber yard;
    (c) Power generation facility (commercial);
