§ 4.16. GENERAL INDUSTRIAL (ID).

  • (A) District intent.
    (1) The ID (General Industrial) Zoning District is intended to provide for general industrial manufacturing, production, assembly, warehousing, research and development facilities and similar land uses. This District is intended to accommodate a variety of industrial uses in locations and under conditions that minimize land use conflicts. The ID District is intended to be located in areas with good access to major thoroughfares and where large shipping truck traffic does not disrupt local streets. This District should be used to support industrial retention and expansion in the city.
    (2) Administrative offices, banks and other commercial services shall be allowed at the discretion of the Plan Commission and shall remain incidental to the industrial uses.
    (B) Permitted uses.
    (1) Agriculture.
    (a) Crop production;*
    (b) Farm equipment sales and service;
    (c) Fertilizer sales, distribution and storage;
    (d) Raising and breeding of non-farm fowl and animals, commercially, except kennel; and
    (e) Seed sales, distribution and storage.
    (2) Transportation services.
    (a) Auto parts sales (without on-site repair);
    (b) Automobile filling station;
    (c) Automobile/motor vehicle repair, (major), engine rebuilding or major reconditioning of motor vehicles, including body work, frame or fender straightening or repair, transmission repair and painting of vehicles;
    (d) Automobile/motor vehicle repair, (minor), including oil changes/lubrications, brake replacement, muffler replacement, tire servicing, radiator cleaning and flushing, water hose replacement, windshield wipers and the like;
    (e) Automobile/motorcycle sales area and leasing (open);
    (f) Mobile home sales area and leasing (open);
    (g) Car wash;
    (h) Recreational vehicle sales and service; and
    (i) Truck freight terminal.
    (3) Communications/utilities.
    (a) Recycling center; and
    (b) Utility company business office.
    (4) Institutional/public uses.
    (a) Fire station or police station;
    (b) Government facility (non-office);
    (c) Government office; and
    (d) Post office.
    (5) Professional services. Data processing/call center.
    (6) Retail/wholesale sales.
    (a) Building supply store;
    (b) Construction services;
    (c) Farm equipment sales and service (enclosed);
    (d) Greenhouse, commercial; and
    (e) Roadside sales stand.
    (7) Equipment services.
    (a) Electric appliance shop; and
    (b) Repair services (small appliances, jewelry, alterations and the like).
    (8) Food sales and service.
    (a) Bakery (wholesale); and
    (b) Produce terminal, wholesale.
    (9) Personal services. Laundry service (large-scale).
    (10) Warehousing/industrial.
    (a) Agricultural products terminal;
    (b) Assembly facility;
    (c) Boat/RV storage facility (outdoor);
    (d) Contractor’s warehouse/storage facility (unenclosed);
    (e) Contractor’s warehouse/storage facility (enclosed);
    (f) Fabrication facility;
    (g) Food and beverage production;
    (h) Lumber yard;
    (i) Manufacturing facility;
    (j) Mini-warehouse self-storage facility;
    (k) Packaging facility;
    (l) Printing/publishing facility;

    (C) Conditional uses.

    (d) Motor bus or railroad passenger station;
    (e) Parking lot or structure (as a principal use);
    (f) Truck stop/travel center; and
    (g) Truck sales and service center.
    (3) Park, recreation and natural areas.
    (a) Artificial lake of three or more acres; and
    (b) Campground/RV park.
    (4) Communications/utilities.
    (a) Composting facility (indoor);
    (b) Composting facility (outdoor);
    (c) Garbage transfer station;
    (d) Sanitary fill or refuse dump;
    (e) Sewage treatment plant;
    (f) Telecommunications/radio/television tower;

    (e) Shooting range (outdoor);
    (f) Shooting/archery range (indoor);
    (g) Theater (outdoor); excluding adult drive-in theater; and
    (h) Theater (adult drive-in).
    (7) Professional services.
    (a) Administrative/professional office;
    (b) Bank/financial institution; and
    (c) Business/financial services office.
    (8) Retail/wholesale sales.
    (a) Fireworks sales (permanent); and
    (b) Manufactured home sales.
    (9) Personal services.
    (a) Body art studios located in the PBC, PBI and ID Districts; and
    (b) Kennel.
    (10) Warehousing/industrial.
    (a) Animal and animal products processing;
    (b) Bottle gas storage and distribution;
    (c) Concrete/asphalt production facility;
    (d) Explosive manufacturing and storage;
    (e) Inoperable vehicle storage;
    (f) Junk/scrap metal yard;
    (g) Mineral extraction, borrow pit, top soil removal and their storage areas;
    (h) Petroleum and chemical processing and storage;
    (i) Power generation facility (commercial); and
    (j) Waste incinerator.
